Rotterdam is the largest port of Europe, because it recieves the supertankers. A pipeline can bring the oil to the Port of Antwerp (where the oil is refined).
Rotterdam is situated in a delta area near the North Sea. The neatherlands are low, even below sea level. The Rhine river water flows into the delta as well as the river Scheldt (Port of Antwerp) in the south of the Delta.
