The port of Tokyo has expanded tremendously in recent years and is now the second largest in Japan (after Yokohama) in value of trade. Much of Tokyo's trade also goes through the port of Yokohama. That city has a better natural harbor and was developed after 1858 for the specific purpose of serving Tokyo with foreign trade.
